Public consultation has now closed on the first call for submissions for Proposal P1067 – Health Star Rating System, which is considering whether packaged foods sold in Australia and New Zealand should display a Health Star Rating (HSR) symbol.
Food Standards Australia New Zealand (FSANZ) CEO Dr Sandra Cuthbert said it was encouraging to see so many people engaging in the consultation process.
"We had a strong response from stakeholders across Australia and New Zealand, with over 380 submissions received,” Dr Cuthbert said.
“These are being considered alongside the scientific evidence as part of our ongoing assessment. Thank you to everyone who took the time to contribute.”
The HSR system was developed and implemented through a consultative process led by Australian and New Zealand governments and introduced on a voluntary basis in 2014. It is designed to help consumers compare the nutritional profile of similar packaged foods at a glance.
In 2026, food ministers asked FSANZ to assess whether the existing HSR system should be mandated through food standards, resulting in Proposal P1067.
If the proposal progresses to a draft regulatory measure, there will be a second opportunity for public consultation, scheduled for later this year.
