Food Standards Australia New Zealand (FSANZ) is calling for submissions on Proposal P1067 – Health Star Rating System.
The proposal is considering whether the Australia New Zealand Food Standards Code (the Code) should be amended to require packaged foods sold in Australia and New Zealand display a Health Star Rating (HSR) symbol.
The HSR system is an interpretive front-of-pack nutrition labelling tool that summarises a food’s overall nutritional profile using a simple star rating.
Proposal P1067 was raised by FSANZ following a request from the Food Ministers’ Meeting in February 2026 after voluntary uptake targets for the HSR system were not met.
FSANZ CEO Dr Sandra Cuthbert said our assessment draws on a strong evidence base, including consumer research, technical analysis and stakeholder consultation.
“The evidence shows that interpretive front-of-pack labelling can support consumers to better understand the nutritional profile of foods and make more informed choices,” Dr Cuthbert said.
“It also indicates that a more consistent approach across the food supply could improve comparability of information and strengthen consumer confidence in labelling.
“Public consultation is a critical part of this process. We’re seeking views from consumers, public health organisations, industry, enforcement agencies and others with an interest in food labelling.
“Consultation feedback will play a central role in informing next steps, including whether we progress to draft regulatory measures.
“We recognise the level of interest in this work and will be holding webinars during the consultation period to support stakeholder understanding of the assessment and proposed approaches.”

FSANZ will consider all feedback received through this submission process before deciding on whether to approve the application.
