Proposal P1052 – PPP Requirements for Horticulture (Berries, Leafy Vegetables and Melons)

Introduction

FSANZ is undertaking Proposal P1052 – Primary Production and Processing (PPP) Requirements for Horticulture (Berries, Leafy Vegetables and Melons) to consider the need for regulatory and non-regulatory food safety risk management measures.

The work is part of a broader review of chapter 3 and 4 of the Food Standards Code. For more information see our Review of the Food Safety Management Standards.

FSANZ completed a public call for submissions for this proposal in early 2020. Interested parties will have ​​​​opportunity to comment in a second call for submissions, expected for release in the thrid quarter of 2021.

Update to proposal name

Following consultation with stakeholders, FSANZ has amended the name of proposal P1052 from:

  • Primary Production and Processing Requirements for High-risk Horticulture, to
  • Primary Production and Processing Requirements for Horticulture (Berries, Leafy Vegetables and Melons)

The title of this proposal has been updated to remove any misinterpretation of the term ‘high-risk’, in association with these horticulture products. Fruits and vegetables are an important part of a healthy diet. The scope of the proposal is to review the risk of food-borne illness associated with horticultural commodities, rather than the nutritional benefits of the commodities. The title update also highlights those commodities being reviewed by FSANZ through this proposal i.e. berries, leafy vegetables and melons.  

No changes have been made to the scope of the proposal or the body of work.​

Targeted Consultation Survey – now closed

To inform work on this proposal, in December 2020-January 2021, we invited berry, leafy vegetable and melon producers and processors to participate in a consultation survey. The purpose of the survey was to learn more about the business operations of these stakeholders, their food safety culture and the impacts of COVID-19. 

 

First call for submissions – now closed

Our first call for comment opened on 5 February 2020 and closed Wednesday 25 March 2020.

 

Background 

In June 2018 The Australia and New Zealand Ministerial Forum on Food Regulation (the Forum) noted the recent increase of foodborne illness outbreaks in Australia and agreed that there is a need to reassess the food safety risk management of five horticulture sectors: ready to eat, minimally processed fruits and vegetables, fresh leafy green vegetables, melons, berries, and sprouts.

Forum Ministers requested that FSANZ identify appropriate regulatory and non-regulatory measures for Australia to manage food safety risks in these sectors.

In response, FSANZ ​raised proposal P1052, Primary Production and Processing Requirements for Horticulture (Berries, Leafy Vegetables and Melons) to consider the development of a primary production and processing (PPP) standard for these commodities as part of a broader review of chapter 3 and 4 of the Food Standards Code.
