Chief Executive Officer's Foreword

This is the first Annual Report for Food Standards Australia New Zealand (FSANZ), which replaced the Australia New Zealand Food Authority (ANZFA) on 1 July 2002. FSANZ was established last year a result of a number of reforms introduced by government that brought a new focus to the trans Tasman food regulatory arrangements.  

Changes during the period saw a shift to a whole of food chain approach to food regulation in Australia. This included new decision making powers and membership of the FSANZ Board, a new emphasis on whole of government approaches to policy development, a strengthened advisory committee structure supporting policy development and the implementation of food standards, and a change in composition of the ministerial council over-sighting the food regulatory arrangements in Australia and New Zealand. FSANZ plays an important role in this process as an expert body.
 

We have been alert and responsive to our challenging environment - one shaped by a number of issues. These issues include expectations that our food supply remains safe, providing a broad range of options for us all. There is an increasing interest in the food we eat; there are calls for wider consultation and an emphasis on consumer needs and interests; the globalisation of our food supply puts new pressures on the distribution chain; there is continuing attention on costs; we need to be responsive to initiatives fostering innovation within the food industry; and there are increasing concerns about the human and economic costs of diet related disease.
 

Added to this, FSANZ - like all of us - has been affected by pressures arising from: the need to be informed and prepared to protect against new and emerging pathogens and chemicals in our food supply; lifestyle changes are shaping demand and innovation within industry; consumers are seeking food options that suit lifestyle choices; and there is increasing emphasis on prevention; and protecting the vulnerable.
 

The new food policy and regulatory arrangements provide the basis for more broadly based approaches that will ultimately ensure that the public health outcomes are strengthened for both consumers and industry. When addressing such issues, we will continue to work closely and in partnership with many key groups, governments and associations. In doing so, we will actively seek out contributions of others, encouraging involvement by all interested parties in Australia and New Zealand. FSANZ is also working with others beyond our borders, within and outside the region, to ensure that we can keep pace with our challenging environment and learn from international experience, trends and ideas.
 

We have set ourselves an ambitious agenda that relies heavily on the FSANZ Board and the FSANZ staff.   It is with their untiring efforts that we face the future with some optimism and willingness to seek out the food regulatory outcomes that support other public health and safety measures in Australia and New Zealand.
